Background Information – Ashlie earned a Bachelor of Elementary Education degree from the Pennsylvania State University, a Master of Educational Development and Strategies from Wilkes University, and an Educational Leadership Certificate from Pennsylvania State University. Ashlie has 9 years of teaching experience at the K-6 level, and 4 years of experience as an Assistant Principal / Principal in neighboring districts. Ashlie is filling the position following the resignation of Dr. Marvin London.
2) Spring Grove Elementary School Head Cook – Nutrition Supervisor – Tuesday DeCello, from Spring Grove Elementary School Lead Cook to Spring Grove Elementary School Head Cook – Nutrition Supervisor, effective August 21, 2023. Compensation established at $19.25 per hour for 7 hours per day, 180 days per year.
Background Information – Tuesday has been employed with Spring Grove Area School District since 2010 in Nutrition Services. Tuesday earned SERV Safe Management certification in 2022. She has also been an active volunteer in the district and has assisted with summer custodial service responsibilities. Tuesday is filling the position resulting from the retirement of Ruth Wentz.
3) Spring Grove Intermediate School Instructional Assistant - Special Education – Shannon Knotts, from Spring Grove Intermediate School Lead Cook to Spring Grove Intermediate School Instructional Assistant – Special Education – Emotional Support, effective August 21, 2023. Compensation established at the current hourly rate for 7 hours per day, 180 days per year.
Background Information – Shannon has been working in Nutrition Services with the district since 2003. She is transferring from her position to fill the vacancy resulting from the resignation of Elizabeth Stabley.

A. 2023-2024 FOREIGN EXCHANGE STUDENT – Approval to allow Clotilde Meurin of Chatou, France, as an International Foreign Exchange Student and enroll in the Spring Grove Area School District as a high school student for the 2023-2024 school year, contingent upon receipt of appropriate immunization documentation and verifying the J-1 Visa in accordance with Board Policy No. 239, with acknowledgment from the host parents that they bear full responsibility for the student’s wellbeing throughout the school year.
Background Information: Ayusa is the organization coordinating this effort on behalf of the student, host family, and school district. All required documentation per Policy No. 239, including the J-1 Visa, will/must be verified and collected before the student’s enrollment is finalized.
B. PENN STATE YORK AFFILIATION AGREEMENT – Approval to enter into agreement with Penn State York and provide district facilities as a practicum and accept Penn State York student teachers / student interns.

The reading specialist position was filled with a long-term substitute for the 2022-2023 school year after the resignation of Jennifer Koliscak and transfer of Meghan Roy.
2) Spring Grove Elementary School Full Time Custodian (2nd Shift) – Tammy Luckenbaugh effective June 27, 2023, with compensation established at $15.30 per hour for 8 hours per day, 260 days per year.
Background Information – Tammy has over 20 years of experience as an office secretary for a local business and has been working at a neighboring district in custodial services for one year. Tammy is filling the position resulting from the retirement of Holly Senft and subsequent transfer of Penny Crushong from Spring Grove Elementary to Spring Grove Intermediate School.
3) Spring Grove Area High School Special Education Instructor – John Franklin, IV, effective at the beginning of the 2023-2024 school year, pending verification of Pennsylvania certification. Compensation established at Step 5 on the Bachelor + 24 Schedule or appropriate column based on education level at the start of the 2023-2024 school year.
Background Information – John earned a Bachelor of Arts in Secondary Education, Social Studies from York College and anticipates completion of a Master of Arts in Special Education from Wilkes University in August 2023. John has been teaching Special Education for the past four years and was a Special Education Paraeducator for one year. He is filling the position following retirement of Claire Shubert at the end of the 2021-2022 school year and the transfer of the position from Family Consumer Science to Special Education.
3) Spring Grove Elementary School Principal – Orvale (Chip) Fissel, effective upon release from the current school district. Compensation established at an annualized salary of $124,500.
Background Information – Chip is a graduate of Spring Grove Area High School and earned a Bachelor of Health and Physical Education from Lock Haven University, a Master of Educational Administration from the Pennsylvania State University, and a Doctorate of Education in School Administration from Widener University. Chip taught for 8 years and has been a school administrator for 17 years in a neighboring district. Chip is filling the position resulting from the transfer of Noah Stachelek to Spring Grove Area High School Special Education Instructor.

HOMESTEAD / FARMSTEAD EXEMPTION – Approval of the homestead assessment exemption of $6,629 and a farmstead assessment exemption of approximately $6,629 for the school year beginning July 1, 2023, under the provisions of the Homestead Property Exclusion Program Act (part of Act 50 of 1998) and the Taxpayer Relief Act (Act 1 of 2006).
Background Information: The assessment exclusions will provide an estimated tax reduction of $159.71 for approved eligible property owners in the school district, unless the assessed value of the property is less than $6,629 in which case, the tax bill will be zero. There is a total of 7,757 properties eligible for the homestead exemption, 163 eligible for the farmstead exemption, and 49 properties will have their real estate bill at zero. The actual amount of the assessment may vary slightly based upon final assessment information.

SCHOOL RESOURCE OFFICERS CONTRACT – Approval of the attached, updated agreement with Northern York County Regional Police Department for two School Resource Officers in the Spring Grove Area School District, during the 2023-2024 and 2024-2025 school years, at a cost of $89.55 per hour, per SRO for the 2023 calendar year, with any increase as of January 1st of 2024 and 2025, respectively, communicated to the District as soon as possible after establishment of the new rate.
Background Information: The proposed agreement reflects no changes from the previous contract ratified in June of 2021. Due to the budget timeline of the police department, services under agreement commence on January 1st of each calendar year.
UPDATED MEMORANDUM OF UNDERSTANDING (MOU) WITH LOCAL POLICE –

Noah taught elementary learning support one year and Algebra and Special Education at the High School level for five years prior to becoming a school administrator.
