Background Information: The proposed documents included with this agenda are based upon the final draft shared at the June 26th Directors’ Study Forum. Board members were given opportunity to submit feedback to the Superintendent for consideration of updating the final version prior to the July 17th meeting. Final formatting of the 2023-2024 Student/Parent Handbook will be completed when all sections are assembled, and appendices are attached.

A. RESIGNATIONS – Approval of the following resignations:

1) Spring Grove Area Middle School Science Instructor – John Sengia, effective the last day before the first day of the start of the 2023-2024 school year to accept another teaching position in a neighboring district.

2) Spring Grove Area High School English Instructor – Michael Shoupe, effective August 1, 2023, to accept a teaching position in another district.

3) Spring Grove Elementary School Part Time Nutrition Support – Rachel Smith, effective July 9, 2023, to accept a full-time position with another employer.

B. TRANSFERS – Approval of the following transfers:

1) Spring Grove Area School District Elementary Assistant Principal – Ashlie Rittle, from Spring Grove Area School District Instructional Support Teacher to Spring Grove Area School District Elementary Assistant Principal, effective August 14, 2023. Compensation established at a prorated annualized salary of $98,000.

Background Information – Ashlie earned a Bachelor of Elementary Education degree from the Pennsylvania State University, a Master of Educational Development and Strategies from Wilkes University, and an Educational Leadership Certificate from Pennsylvania State University. Ashlie has 9 years of teaching experience at the K-6 level, and 4 years of experience as an Assistant Principal / Principal in neighboring districts. Ashlie is filling the position following the resignation of Dr. Marvin London.

2) Spring Grove Elementary School Head Cook – Nutrition Supervisor – Tuesday DeCello, from Spring Grove Elementary School Lead Cook to Spring Grove Elementary School Head Cook – Nutrition Supervisor, effective August 21, 2023. Compensation established at $19.25 per hour for 7 hours per day, 180 days per year.

Background Information – Tuesday has been employed with Spring Grove Area School District since 2010 in Nutrition Services. Tuesday earned SERV Safe Management certification in 2022. She has also been an active volunteer in the district and has assisted with summer custodial service responsibilities. Tuesday is filling the position resulting from the retirement of Ruth Wentz.

3) Spring Grove Intermediate School Instructional Assistant - Special Education – Shannon Knotts, from Spring Grove Intermediate School Lead Cook to Spring Grove Intermediate School Instructional Assistant – Special Education – Emotional Support, effective August 21, 2023. Compensation established at the current hourly rate for 7 hours per day, 180 days per year.

Background Information – Shannon has been working in Nutrition Services with the district since 2003. She is transferring from her position to fill the vacancy resulting from the resignation of Elizabeth Stabley.

C. APPOINTMENTS – Approval of the following appointments, provisionally hired pending receipt of updated clearances and completed Act 168 disclosure forms from previous employers:

1) Spring Grove Area School District Long Term Substitute – Patricia (Trish) Lackey, effective for 2023-2024 school year. Compensation established at Step 1 of the Bachelor’s Schedule.

Background Information – Trish served as a Special Education Instructor from 2018 – 2021 and was a guest substitute for several years prior to 2018. She was a long-term substitute for the 2021-2022 and 2022-2023 school years and assists with coverage at the elementary schools.

2) Spring Grove Area School District Long Term Substitute – Heather Altland, effective for 2023-2024 school year. Compensation established at Step 1 of the Bachelor’s Schedule.

Background Information – Heather has served as a guest substitute since 2020. She was a substitute for the 2021-2022 and 2022-2023 school years and assists with coverage at the high school.

3) Spring Grove Area School District Elementary Instructor – Janelle Heilman, effective at the beginning of the 2023-2024 school year. Compensation established at Step 15 on the Master’s Schedule.

Background Information – Janelle earned a Bachelor of Science in Elementary Education from Towson University and a Master’s in Reading Specialization from Hood College. Janelle taught in private and public schools in Maryland and has been teaching for 4 years in a neighboring district. She is filling the position following the resignation of Elizabeth Eveler, and the subsequent transfer of Andrew Howell to Paradise Elementary and the transfer of that Elementary position to Spring Grove Elementary.

A. 2023-2024 FOREIGN EXCHANGE STUDENT – Approval to allow Clotilde Meurin of Chatou, France, as an International Foreign Exchange Student and enroll in the Spring Grove Area School District as a high school student for the 2023-2024 school year, contingent upon receipt of appropriate immunization documentation and verifying the J-1 Visa in accordance with Board Policy No. 239, with acknowledgment from the host parents that they bear full responsibility for the student’s wellbeing throughout the school year.

Background Information: Ayusa is the organization coordinating this effort on behalf of the student, host family, and school district. All required documentation per Policy No. 239, including the J-1 Visa, will/must be verified and collected before the student’s enrollment is finalized.

B. PENN STATE YORK AFFILIATION AGREEMENT – Approval to enter into agreement with Penn State York and provide district facilities as a practicum and accept Penn State York student teachers / student interns.

Background Information – Caley earned an associate degree in general studies from Harrisburg Area Community College and a Bachelor of Elementary Education from Shippensburg University. Caley is filling the position resulting from the transfer of Chanda Barley to School Counselor following the reading special position at the Intermediate School being repurposed to a School Counselor position. The reading specialist position was filled with a long-term substitute for the 2022-2023 school year after the resignation of Jennifer Koliscak and transfer of Meghan Roy.

2) Spring Grove Elementary School Full Time Custodian (2nd Shift) – Tammy Luckenbaugh effective June 27, 2023, with compensation established at $15.30 per hour for 8 hours per day, 260 days per year.

Background Information – Tammy has over 20 years of experience as an office secretary for a local business and has been working at a neighboring district in custodial services for one year. Tammy is filling the position resulting from the retirement of Holly Senft and subsequent transfer of Penny Crushong from Spring Grove Elementary to Spring Grove Intermediate School.

3) Spring Grove Area High School Special Education Instructor – John Franklin, IV, effective at the beginning of the 2023-2024 school year, pending verification of Pennsylvania certification. Compensation established at Step 5 on the Bachelor + 24 Schedule or appropriate column based on education level at the start of the 2023-2024 school year.

Background Information – John earned a Bachelor of Arts in Secondary Education, Social Studies from York College and anticipates completion of a Master of Arts in Special Education from Wilkes University in August 2023. John has been teaching Special Education for the past four years and was a Special Education Paraeducator for one year. He is filling the position following retirement of Claire Shubert at the end of the 2021-2022 school year and the transfer of the position from Family Consumer Science to Special Education.

3) Spring Grove Elementary School Principal – Orvale (Chip) Fissel, effective upon release from the current school district. Compensation established at an annualized salary of $124,500.

Background Information – Chip is a graduate of Spring Grove Area High School and earned a Bachelor of Health and Physical Education from Lock Haven University, a Master of Educational Administration from the Pennsylvania State University, and a Doctorate of Education in School Administration from Widener University. Chip taught for 8 years and has been a school administrator for 17 years in a neighboring district. Chip is filling the position resulting from the transfer of Noah Stachelek to Spring Grove Area High School Special Education Instructor.

HOMESTEAD / FARMSTEAD EXEMPTION – Approval of the homestead assessment exemption of $6,629 and a farmstead assessment exemption of approximately $6,629 for the school year beginning July 1, 2023, under the provisions of the Homestead Property Exclusion Program Act (part of Act 50 of 1998) and the Taxpayer Relief Act (Act 1 of 2006).

Background Information: The assessment exclusions will provide an estimated tax reduction of $159.71 for approved eligible property owners in the school district, unless the assessed value of the property is less than $6,629 in which case, the tax bill will be zero. There is a total of 7,757 properties eligible for the homestead exemption, 163 eligible for the farmstead exemption, and 49 properties will have their real estate bill at zero. The actual amount of the assessment may vary slightly based upon final assessment information.

    • 2023-2024 GENERAL FUND BUDGET – Approval of the Proposed General Fund Budget for the 2023-2024 fiscal year, with total revenues of $77,722,044, total expenditures of $83,537,441, with the shortfall of $5,815,397 to be funded from the General Fund Unreserved Fund Balance and setting the real estate tax millage rate at 24.0922 mills, reflecting a 0% increase from the 2022-2023 millage rate; in addition, earned income tax of ½% and real estate transfer tax of ½% underAct 511.

    • SCHOOL DISTRICT SOLICITOR – Reappointment of Stock and Leader, Attorneys at Law, as School District Solicitor for the 2023-2024 fiscal year, with Gareth D. Pahowka, Esquire, named as principal counsel and primary contact with the firm.
    • SCHOOL DEPOSITORIES – Appointment of ACNB Bank and PayPal to continue as District School Depositories for the period July 1, 2023, through June 30, 2024.

    • APPOINTMENT OF CIVIL ENGINEER FOR MAINTENANCE FACILITY PROJECT – Approval to accept the proposal from First Capital Engineering, Inc. to provide Civil Consulting Engineering Services for the District Maintenance Facility Project as outlined in the attached Agreement (Scope of Services) under the leadership of Crabtree, Rohrbaugh and Associates, Inc., at a cost not to exceed $95,250.

    • SCHOOL RESOURCE OFFICERS CONTRACT – Approval of the attached, updated agreement with Northern York County Regional Police Department for two School Resource Officers in the Spring Grove Area School District, during the 2023-2024 and 2024-2025 school years, at a cost of $89.55 per hour, per SRO for the 2023 calendar year, with any increase as of January 1st of 2024 and 2025, respectively, communicated to the District as soon as possible after establishment of the new rate.
      
      Background Information: The proposed agreement reflects no changes from the previous contract ratified in June of 2021. Due to the budget timeline of the police department, services under agreement commence on January 1st of each calendar year. 
      
      UPDATED MEMORANDUM OF UNDERSTANDING (MOU) WITH LOCAL POLICE –
      Approval of the attached, updated agreement (MOU) between Spring Grove Area School District and Northern York County Regional Police Department as required under Act 44, the Safe Schools Act, and updated biennially.
      
      Background Information: There is no cost to the District with this MOU. 
       

    • DONATIONS – Acceptance of the following donations/grants in accordance with Board Policy No. 702, Gifts, Grants and Donations:

      • Monetary donation in the amount of $325.00 from Nicholas Weaver to support the Future Farmers Club in memory of Larry Sterner.
      • Monetary donation in the amount of $100.00 from Connee and Calvin Plunkert to support the Future Farmers Club in memory of Larry Sterner.
      • Monetary donation in the amount of $500.00 from Keith and Lisa Murr to support the District Student Launch Initiative (SLI) Program.
      • Monetary Grant/Allocation from Sweet Charities of Hanover (Angel Fund / Feeding the Children Initiative) in the amount of $5,000.00 to support the District’s Nutrition Services Department and the Backpack Program.
      • Donations totaling more than $261,160 from school-affiliated organizations (PTOs, Booster Clubs, Scholarship Fund, Educational Fund) who sponsored and/or supplemented district costs during the 2022-2023 school year for various and sundry supplies, activities, equipment, incentives, student scholarships, teacher appreciation gifts, and other miscellaneous items.

  • TRANSFERS – Approval of the following transfers:
    • Spring Grove Area High School Associate Principal – Christian Ehrhart, from Spring Grove Area High School Assistant Principal to Spring Grove Area High School Associate Principal, effective July 1, 2023. Compensation established an annualized salary of $110,000.00, prorated and retroactive for coverage during the 2022-2023 year.
      
      Background Information – Christian has been employed with the district since 2006 and is filling the position resulting from reorganization of the High School and Associate Principal Job Description, both approved by the Board of School Directors on January 9 and January 23, 2023, respectively. With this transition, Michael Snell will remain as High School Assistant Principal and Benjamin Louey will continue as Intermediate School Assistant Principal / Online Learning Supervisor.
       
    • Spring Grove Area School District Special Education Instructor – Noah Stachelek, from Spring Grove Elementary School Principal to Spring Grove Area School District Special Education Instructor, effective the last day before the first day of the start of the 2023-2024 school year. Compensation established Step 12 on the Master + 60 schedule.
      
      Background Information – Noah earned a Bachelor of Elementary Education / Special Education from Geneva College, a Master of Education from Edinboro University, and a Doctor of Education from California University of Pennsylvania. Noah taught elementary learning support one year and Algebra and Special Education at the High School level for five years prior to becoming a school administrator. He is filling the position resulting from the retirement of Jane Ardner and subsequent transfers of Cristi Macharola, Colleen Donnelly to Spring Grove Intermediate School, and Lori Hollick to Spring Grove Area Middle School resulting in a special education teaching position opening at the high school.

    • Spring Grove Area School District Human Resources Generalist – Beverly Carpenter, effective June 26, 2023. Compensation established at an annualized salary of $66,000.
      
      Background Information – Beverly has more than ten years of human resources experience in the private sector and five years of human resources experience in a school district. Beverly is filling the position resulting from the transfer of Barbara Valencia and the March 27, 2023, approval of the restructured Human Resources Generalist job description.
